One of the unique ways Kenner released their shiny new Star Wars toys was through mailer programs, and some programs were partnered with specific retailers. In the case of this 7-pack (catalog code 655-6237), Kenner chose JC Penny to release these through a catalog.  Kids received a nice box in the mail with seven of their favorite new figures:

Emperor, Klaatu Skiff, Nikto, 8d8, Rancor Keeper, AT-ST Driver, Emperor's Royal Guard
