According to the AFA population data, AFA 90 is the highest grade ever assigned to this piece (pop 6).  

Ultra rare RECALLED Roadblock from Series 11 in 1992. Highly desirable recalled piece with disk launcher. Because the spring-loaded disk launcher broke too easily, Hasbro recalled the ‘92 Roadblock making it very rare, especially mint on card. The following year in 1993, Hasbro released Roadblock but with different accessories – this version is much easier to find. Our example, the rare recalled version, is a gorgeous AFA 90. Its virtually flawless: pristine card, crystal clear bubble, and action figure without waist or leg movement. AFA 90 is the highest grade in the population. This is the very first time we have offered the recalled Roadblock in our auctions.
